The Tver province was established under Paul the First in 1796 on lands belonging to the governorship of the same name. The Tver governorate, in turn, was established during the administrative reform of Catherine the Second in 1775 from lands that were previously part of the Tver province of St. Petersburg (formerly Ingermanland), then Novgorod province. Throughout the subsequent pre-revolutionary history of the Tver province, the composition of its counties and their borders changed several times - for example, under Paul the First in 1796, the counties of Vesyegonsky, Kalyazinsky, Korchevsky were abolished, again restored under Alexander the First (1802). After the territorial transformations of Alexander the First, the province remained within the boundaries he determined. The Tver region is slightly larger than the province, mainly due to the territories of Belsky district Smolensk province and parts of the Pskov province annexed to the Tver region.

Land survey map - non-topographic (without indicating latitudes and longitudes), hand-drawn map of the late 18th century (after the redistribution of borders in 1775-78) on a scale of 1 inch = 2 versts 1cm=840m or 1 inch = 1 verst 1 cm = 420 m. As a rule, the county was drawn on the parts that are shown on the assembly sheet. In the Tver province, the RGADA has preserved mainly two-layout layouts of land surveying (not counting the most detailed plans of dachas).

Tver province(since 1796) as of 1914, consisted of 12 counties: Bezhetsky, Vesyegonsky, Vyshnevolodsky, Zubtsovsky, Kalyazinsky, Kashinsky, Korchevsky, Novotorzhoksky, Ostashkovsky, Rzhevsky, Staritsky and Tverskoy. Now the Tver region includes a number of territories from the Smolensk, Pskov and Novgorod provinces.
